The “BRICS Digital Sovereignty Index Report,” co-authored by the Institute for Digital Economy and Artificial Systems (IDEAS-BRICS), was officially released at the ZGC Forum and selected for the ZGC Global High-Level Think Tank Alliance (ZGCTA) Outstanding Achievements Release Program.
On the morning of March 27, IDEAS-BRICS, together with the Global South Academic Forum (GSAF), released the “BRICS Digital Sovereignty Index Report” during the ZGC Forum. The report was included in ZGCTA’s Outstanding Achievements Release Program, reflecting strong recognition from participating experts and institutions.
The report applies the Digital Sovereignty Index (DSI) framework proposed by Xiong Jie (Secretary-General, GSAF) and uses a five-level maturity model to assess digital sovereignty capabilities across BRICS members. The findings highlight differentiated development paths as well as shared constraints faced by Global South countries, particularly in infrastructure, core technologies, and enabling policy and resource conditions.

During the forum, IDEAS and ZGCTA signed a Memorandum of Understanding on Strategic Cooperation at the Global High-Level Think Tank Forum for Science & Technology Innovation. Dr. Shameem A. Nawber, Deputy Director of IDEAS, accepted the plaque designating the “ZGC Global High-Level Think Tank Alliance Digital Economy Innovation Center (Xiamen),” marking the formal launch of a new cooperation platform. The partnership will focus on four areas: high-level think tank collaboration, industrial implementation, talent exchange, and a long-term cooperation mechanism.
Moving forward, IDEAS will leverage this platform to expand research and policy dialogue on digital sovereignty and strengthen international cooperation related to digital economy innovation.
